Appointment Announcement

Audrey Bennarosh, Geneviève Chabot, Joanne Côté, Dr. Justin Cross,  Dan Gabay, Maude Laliberté, Moran Solomon, Gary Stoopler, Michael Waugh

Several managerial appointments in our CIUSSS were recently approved by the Board of Directors.

Audrey Bennarosh, Associate Director, Logistics and Internet of Things

Audrey Bennarosh is a graduate of Purdue University in the U.S., where she received her accreditation in Sterilization. She also holds of a Bachelor’s degree in Business Administration degree from HEC Montreal. Ms. Bennarosh joined the Jewish General Hospital in 2000 as Chief of Service for the Medical Device Reprocessing Unit, where she was responsible for managing the Laundry, Sterilization, Central Distribution of Pharmaceutical and Medical Supplies, the Warehouse and the Courier Departments. From 2015 until very recently, she was Coordinator of Support Services in the Multidisciplinary Services Directorate, where she coordinated the food services of several of our CIUSSS’s facilities, the Biomedical Engineering Department and the Medical Device Reprocessing Unit. Ms. Bennarosh received the Sally Sperry Award from the Jewish General Hospital in 2009 and 2010, in recognition of her outstanding contribution to patient safety and infection prevention and control.

Geneviève Chabot, Associate Director, Rehabilitation and Multidisciplinary Services

Geneviève Chabot holds a Bachelor's degree in occupational therapy from the University of Montreal and has a graduate diploma in management from HEC Montreal. She is also certified as a Lean Management Green Belt. Ms. Chabot began her career at Sainte Justine Hospital in 2002 as an occupational therapist, and later became Professional Head of Occupational Therapy, Acting Head of Neurodevelopment Services, and Project Coordinator. Ms. Chabot joined our CIUSSS in April 2016 as Coordinator of Rehabilitation and Physical Disability at the MAB-Mackay Rehabilitation Centre. During her career, she has developed expertise in acute care, pediatrics, dysphagia, neurological disorders, and project management and management.

Joanne Côté, Director, Quality, Evaluation, Performance and Ethics

With nine years' experience as Associate Director of Innovation and Quantitative Analysis and as Transition Director, Joanne Côté is committed to a positive user experience and an ongoing concern for the quality of care and services. She has carried out several major projects for our CIUSSS, in the transformation of the network and through concrete actions—notably, planning and coordinating the move of numerous JGH care units and the hospital’s Emergency Department from the legacy building to Pavilion K. Ms. Côté holds a Bachelor of Science degree and has been working in health care for over 30 years. She began her management career at the Jewish General Hospital as Head Nurse of the Cardiology Unit and Nursing Coordinator in the Division of Cardiology. Ms. Côté is a certified Lean Six Sigma Black Belt and represents our CIUSSS in the Communauté virtuelle des processus d’amélioration continue (CvPAC). In 2014, she received the JGH Award of Excellence in Management.

Dr. Justin Cross, Chief Digital Health Officer

As the first appointment of its kind in health care in our CIUSSS, Dr. Justin Cross will be responsible for creating a strategy to improve care delivery to the user, wherever he or she may be. With U.S. board certification in family medicine and clinical informatics, Dr. Cross has focused on using digital health technology to improve the health of patients in order to support the work of clinicians. After working as a family physician with Johns Hopkins Community Physicians in Bethesda, Maryland, he moved into the health information technology field, becoming a Medical Informatics Fellow in the Office of the National Coordinator for Health Information Technology (ONC) in the U.S. Federal Department of Health and Human Services. Dr. Cross served as the ONC’s Medical Director for Systems Safety, focusing on health IT safety, usability, clinical decision support, patient identification, and health IT policy and regulatory development. Originally from Falls Church, Virginia, Dr. Cross’s link to Montreal comes via his wife, a Montreal native, who is a physician and researcher in the Institut de recherches cliniques de Montréal.

Dan Gabay, Associate Executive Director

An economist by profession, Dan Gabay holds a Master's degree in economics from the University of Montreal. In 2006, he joined the Jewish General Hospital as Chief of Information Management, where he created the Department of Information Management to take full advantage of business intelligence tools for physicians, nurses and managers. In 2007, he became Associate Director of Professional Services, responsible for managing 21 clinical departments and 1,250 employees. In 2015, Mr. Gabay was promoted to Director of Multidisciplinary Services. In this role, ensured the development of this directorate, which consists of hospital rehabilitation and psychosocial services, diagnostic activity and various clinical support services throughout our CIUSSS. He has also been responsible for monitoring the professional practice of nearly 1,850 employees. 

Maude Laliberté, Commissioner of Complaints and Quality of Service (Ombudsman)

Maude Laliberté joined our CIUSSS in 2016 as a Complaints Officer, and in June 2017, was appointed Acting Commissioner of Complaints. This past April, she was named Commissioner of Complaints and Quality of Service. Ms. Laliberté is an Assistant Clinical Professor at the Rehabilitation School of the University of Montreal and a Physiotherapist at the McGill University Health Centre. In addition to a Bachelor's degree in physiotherapy, she has a Master's in biomedical sciences and a doctorate in biomedical sciences with a focus on bioethics—all three degrees from the University of Montreal. In the course of her career, Ms. Laliberté has won nearly thirty training awards and prizes for excellence. 

Moran Solomon, Associate Director, Information resources

In 2008, Moran Solomon began his career at the Jewish General Hospital as a Project Manager. Two years later, he was named Senior Project Manager for the development, management and operational needs of the IT Department related to the construction of Pavilion K. In 2016, having been a key leader in implementing the IT infrastructure in Pavilion K, he directed his career towards a senior position in the CIUSSS, as Chief of the Network and Telephony team. Its main projects include upgrading a new server room; planning, building and consolidating a network for our 34 facilities; and consolidating the CIUSSS telephone systems. He holds a Bachelor's degree in kinesiology and software engineering from Concordia University and is currently enrolled in a graduate program in organizational development at Laval University. Mr. Solomon is committed to increasing the security, availability and performance of IT systems for each of these projects.

Gary Stoopler, Director, Rehabilitation and Multidisciplinary Services

In addition to a Bachelor's degree in political science from Concordia University, Gary Stoopler holds a Master's in health services management from the University of Ottawa. He has more than 25 years’ experience in the health and social services system. He began his career in 1993 at the Jewish General Hospital as Assistant to the Director of Professional Services. Then, from 2003 to 2014, served as Executive Director of Medicine, Surgery, Cancer Care and Women's Health at the McGill University Health Centre. In 2014, Mr. Stoopler became Executive Director of the Jewish Rehabilitation Hospital, and when the CISSS in Laval was created in 2015, he became Director of the Intellectual Disabilities, Autism Spectrum Disorders or Physical Disabilities programs. From 2015 to 2018, he served as Chairman of the Board of Directors of the Pôle universitaire en réadaptation (PUR), an association of four CISSS’s and CIUSSS’s that operates the Centre de recherche interdisciplinaire en réadaptation du Montréal métropolitain.

Michael Waugh, Associate Director, Financial Resources

Over the last 30 years in the Health Care Network, Michael Waugh has developed an extensive expertise in financial management, accounting and operational budgeting.  He has a strong knowledge of administrative procedures, internal controls and operational aspects contained in the “Manuel de gestion financière”. Since the creation of the CIUSSS, Mr. Waugh has accomplished many mandates including the merging of the 9 financial systems into one consolidated system, the creation of a CIUSSS process for budgeting and periodic reporting and the integration of employees into a single Finance team. Mr. Waugh’s expertise contributed to the Finance Directorate in obtaining, two years in a row, a mark of 100% from Accreditation Canada. Prior to the creation of the CIUSSS, he worked in many roles over the years within Finance Directorates for establishments with a “CH” mission.
